To Herbert 'attention being scarce' was a subset of his work on information systems. Simon recognized that information systems where being designed from the principle of making information readily available rather than managing the information available and making it relevant to the individual who is consuming the information. While this principle, the one of designing to manage information on behalf of the agents is becoming prevalent in information design systems it has largely escaped the designers of the internet in its first and second waves.
